Procedure

The individual letters and numbers are searched for in the Numeral Code table and the corresponding letter in the header and margin column is determined. The pair of letters is read in any order.

To make deciphering more difficult, pairs of letters are to be inserted into the veiled text at irregular intervals either only from the header line or only from the margin column.
